Lawmakers voiced caution on Wednesday as the Government defended plans to transfer water supply duties to private providers in urban areas. Hon. Makumire cited international cases, including Bolivia and France, where privatization led to improved delivery—but also to profit-driven models that risk excluding poor communities.
“What measures have been put in place to ensure low-income earners have access to clean and potable water?” he asked, pressing for clarity.
In response, Minister Ziyambi assured Parliament that protective policies would be introduced, with Government overseeing implementation to ensure no citizen is left behind.
The statement reignited discussions around the balance between commercial efficiency and water justice in Zimbabwe’s urban reform agenda.
